Merge chore/code-hygiene: Phase 2 #9 Plex follow-up (frontend player bugs + FE dedup)
Bugs: PP1 marker-skip reset on item change, PP2 lang-switch session reload from stale position, PP3 tracks-menu wheel→volume, PS1 sidebar badge clamp. Cleanup: formatRuntime dedup (PlexBrowse/PlexInfo), fmt→formatDuration, LS key registration, dead wasPlaying pref, redundant onStateChange refetch.
